Richard A. Barasch

Chairman and Chief Executive Officer

Richard A. Barasch has been a director and executive officer of Universal American since 1988. He became chief executive officer in 1995 and chairman of the board in 1997.

Mr. Barasch is a member of the Board of Managers of Swarthmore College, chairman of The Friends of the Bronx Leadership Academy, a director of The Center for Arts Education and a director of Horace Mann Summer on the Hill. He is past chairman of the Life Insurance Council of New York. He is a graduate of Swarthmore College and Columbia University Law School where he was a member of the Law Review.

Gary W. Bryant, CPA

Executive Vice President and Chief Operating Officer

Gary W. Bryant has been with Universal American and subsidiary companies since 1983 serving in a variety of executive positions. Prior to that, Mr. Bryant was executive vice president of National Savings Life Insurance Company of Tennessee.

Mr. Bryant is a board member of Weekends of Greater Orlando, an organization that promotes good choices to teenagers in central Florida. Mr. Bryant is a graduate of Memphis State University where he received a bachelor degree in business administration.

Robert A. Waegelein, CPA

Executive Vice President and Chief Financial Officer

Robert A. Waegelein joined Universal American as senior vice president and chief financial officer in 1990. Prior to that, Mr. Waegelein was employed by KPMG Peat Marwick LLP in the accounting and auditing department, specializing in the insurance industry.

Mr. Waegelein is on the executive board of the Westchester-Putnam Council of the Boy Scouts of America. He is a past trustee of Putnam Hospital Center and is currently involved in local community boards. Mr. Waegelein is a certified public accountant and holds a B. A. in economics from Amherst College and a M. S. in accounting from New York University.

Gary Jacobs

Senior Vice President, Corporate Development

Gary Jacobs joined Universal American in 2000 when CHCS Services was acquired. Prior to founding CHCS Services, Mr. Jacobs was the executive director of Staff Builders Health Care Services, a Medicare-certified home health agency. Earlier, he was president of HMI, a national HMO management and consulting firm.

Mr. Jacobs serves on the Board of the Coral Springs Museum of Art.  He holds a B. A. in political science from Boston University and a master's in public administration from American University.

Jason J. Israel

Chief Operating Officer, CHCS Services, Inc.

Jason J. Israel joined Universal American in 2002 as Chief Operating Officer of CHCS Services, Inc., the Companyís administrative services organization. Prior to that Mr. Israel was President of Bankers Insurance Group's P&C; companies in St. Petersburg, Florida. Previous positions include being a consultant to various insurance companies and as Executive Vice President of Operations and Administration with American Bankers Insurance Group.

Mr. Israel has a BS in Accounting from Syracuse University and is a CPA and FLMI.

Theodore M. Carpenter, Jr.

President & CEO of Medicare Advantage Division

Theodore M. Carpenter, Jr. has served as President and CEO of Universal Americanís Medicare Advantage Division since 2005. Prior to that Mr. Carpenter was the Executive Vice President of Heritage Health Systems from 1999-2005. Earlier, Mr. Carpenter served as President and CEO of Kaiser Foundation Health Plan of North Carolina from 1993-1998 and was Vice President of Operations for Kaiser's Northwest Region from 1988 to 1992.

Mr. Carpenter holds a B.S. and M.S. in Industrial Engineering from Stanford University and an M.S. in Health Services Administration from Harvard University.
