Richard A. Barasch, Chairman and CEO

Richard A. Barasch is Chairman and Chief Executive Officer of Universal American. He is chairman of The Friends of the Bronx Leadership Academy, a member of the Board of Managers of Swarthmore College and a director of Horace Mann Summer on the Hill. A native New Yorker, Mr. Barasch is a graduate of Swarthmore College and Columbia University Law School, where he was a member of the Law Review.

Robert A. Waegelein, CPA, Executive Vice President and Chief Financial Officer

Robert A. Waegelein joined Universal American as Senior Vice President and Chief Financial Officer in 1990. Previously, he was employed by KPMG Peat Marwick LLP in the accounting and auditing department, specializing in the insurance industry.

Mr. Waegelein is on the executive board of the Westchester-Putnam Council of the Boy Scouts of America. He is a past trustee of Putnam Hospital Center and is currently involved in local community boards. Mr. Waegelein is a certified public accountant and holds a B. A. in economics from Amherst College and a M. S. in accounting from New York University.

Theodore M. Carpenter, Jr., President, Medicare Advantage

Theodore M. Carpenter, Jr. has served as President of Universal American’s Medicare Advantage Division since 2005. Prior to that, Mr. Carpenter was the Executive Vice President of Heritage Health Systems from 1999-2005. Earlier, from 1993-1998, Mr. Carpenter served as President and CEO of Kaiser Foundation Health Plan of North Carolina. From 1993-1998 and 1988 to 1992 Mr. Carpenter was Vice President of Operations for Kaiser's Northwest Region. Mr. Carpenter holds a B.S. and M.S. in Industrial Engineering from Stanford University and an M.S. in Health Services Administration from Harvard University.

Robert M. Hayes, Senior Vice President, Health Quality

Robert Hayes, an attorney, has served as Universal American’s Senior Vice President for Health Quality since early 2009. Previously, he was President and General Counsel of the Medicare Rights Center. Mr. Hayes led the National and New York Coalitions for the Homeless from 1979 to 1989 and has practiced law with firms in New York and Maine, including Sullivan & Cromwell and O'Melveny & Myers. Mr. Hayes is a MacArthur Foundation fellow, has received honorary degrees from 10 colleges and universities, and has served as a member of the Commonwealth Fund Commission on a High Performance Health System since 2005. He is a graduate of Georgetown University and the New York University School of Law, where he was a member of the Law Review.

Gary M. Jacobs, Senior Vice President, Corporate Development

Gary Jacobs joined Universal American in 2000 and is the Senior Vice President of Corporate Development. Prior to founding CHCS Services, Inc., Mr. Jacobs was the executive director of Staff Builders Healthcare Services, a Medicare- certified home health agency. Earlier, he was president of HMI, a national HMO management and consulting firm. Mr. Jacobs serves on the Board of the Coral Springs Museum of Art as well as on the Business Advisory Board of the National Hispanic Council on Aging. He holds a B. A. in political science from Boston University and a master's in public administration from American University.

Jason J. Israel, CPA, FLMI, President, Insurance Companies

Jason J. Israel joined Universal American in 2002 and is the President of Universal American’s insurance companies. Prior to that, he was President of Bankers Insurance Group's P&C companies in St. Petersburg, Florida. His previous positions include working as a consultant to various insurance companies and serving as Executive Vice President of Operations and Administration with American Bankers Insurance Group.

Mr. Israel has a B.S. in Accounting from Syracuse University.
